My comments are devoted to three key items. First, an excessive focus on “IP Theft” has not helped the U.S. become more technologically competitive. Second, China cares deeply about intellectual property at a time when the U.S. is increasingly disinterested. Third, we need to undertake practical steps to restore our competitiveness, including by creating institutions in the government that actively anticipate and manage competing technologies.
