I will be testifying on Tuesday April 18 from 2:30-4:30 PM Eastern Standard Time, before the Senate Judiciary Committee as part of its hearing on Foreign Competitive Threats to American Innovation and Economic Leadership. My testimony will focus on such matters as the recent FTC proposal to ban non-compete agreements, the importance of data-driven analyses of economic and/or security threats, the continuing utility of free trade agreements to provide additional supply chain security and improve protection of IP rights, and the importance of promoting transparency. I will be joined by Suzanne Harrison, Mathew Turpin and Patrick Kilbride.
